Use your legal expertise to help safeguard the stability of the Dutch insurance sector as a supervisory legal expert at DNB.

At DNB your work will have an impact on financial stability and sustainable prosperity. As a supervisory legal expert, you are responsible for the supervision of a diverse and socially relevant insurance sector with a total balance sheet of nearly 500 billion euros distributed across some 160 institutions. Each year, Dutch people pay tens of billions of euros in premiums to insure themselves against various risks. This sector is firmly in the public spotlight, and faces numerous challenges posed by technological innovations, changing consumer behaviour, low interest rates and developments such as consolidation and internationalisation. These circumstances create opportunities for institutions but also risks. As a legal supervisory expert, you ensure that insurers identify and manage all the risks that affect them. This means you will have a direct impact on the insurance sector!
This is what you will be doing as a supervisory legal expert at DNB
As a supervisory legal expert you have a curious mindset and are pro-active. You signal risks in the sector, assess their impact and convince others to address these risks. You are familiar with prudential supervision legislation and ensure consistent interpretation and implementation of the Dutch Financial Supervision Act and the Solvency II Directive. Your main areas of expertise are non-financial risks - such as legal, compliance and integrity risks. Based on your expertise you are also involved in areas such as for example mergers and acquisitions, governance, and behaviour and culture issues. Supervision is not a solo act but a team effort. You will therefore be working  in a multidisciplinary team together with academically-minded colleagues. In the Insurance Supervision Division, you will be working with two other legal supervisory experts who are responsible for providing legal support and wide-ranging legal advice to other supervisors and the Division management This is a challenging position aimed at strengthening the insurance sector and protecting policyholder interests.
What exactly does your job involve?
  • You will identify legal risks and provide account supervisors with legal advice about life, non-life and health insurers.
  • You will deal with or oversee incoming formal requests such as exemptions, licence applications, portfolio transfers, mergers, spin-offs, DNOs and notifications.
  • You offer assistance on enforcement cases and provide legal counsel relating to the imposition of orders subject to a penalty and administrative fines.
  • You provide legal advice on new regulations.
  • You occupy a pivotal role together with other legal experts in the Division's legal cluster, and in the Legal Affairs and Supervision Policy departments.

That is why we believe it is very important for you to have in-depth financial economic knowledge so you can interpret and respond to legal questions from prudential supervisors. You have strong analytical skills, the ability to effectively influence others and you are able to act independently. You are able to conduct and coordinate a multitude of different activities effectively and efficiently. You are able to put supervisory questions in the correct legal context. You are a team player, you have a practical mindset, a hands on mentality, and you are able to clearly express a position.
What other characteristics are we looking for?
  • You have completed a degree in law.
  • You have at least 7-10 years of relevant work experience in the insurance sector, legal profession or financial sector.
  • You have broad legal knowledge, with particularly detailed knowledge of the Wft, Solvency II directives and related legislation.
  • You have an overall understanding of the appropriate provisions in the Dutch civil code, and of the transposition of EU laws and regulations into national law.
  • Affinity with the insurance sector is a plus.
  • You have excellent written and oral communication skills in both English and Dutch.

The Health Insurers Supervision department is part of the Insurance Supervision Division. Based in our offices in Amsterdam, this Division conducts supervision of all national and international insurers in the Netherlands. A key principle of our supervision is to protect the rights of stakeholders, particularly policyholders. The Division works constantly to maintain the financial solidity of the sector, with Solvency II providing an important basis for supervision. The Division employs around 100 professionals across seven supervision departments. You will be working in a multidisciplinary team of supervisors from various backgrounds. Good cooperation is vital. You will initially be granted an employment contract for one year, with the prospect of extension, provided your performance is satisfactory and there are no organisational changes.

The other excellent terms and conditions of employment for this position are:
  • A gross monthly salary of between € 3.800,-- and € 6.000,-- based on a 36-hour working week. Salary scale will be based on your knowledge and experience.
  • A 13th monthly salary payment, and an 8% holiday allowance based on 13 months.
  • Your pension entitlements will accrue under a career-average scheme including provisional indexation, with a 6.1% employee contribution.
  • Full reimbursement of your public transport commuting costs.

  • A healthy work-life balance. This position allows you to divide your 36-hour working week into four 9-hour days.
On top of all of this, you will be working in the centre of Amsterdam, with excellent access by public transport. Depending on your position, you will be allowed to work from home part of the time, and we increasingly work according to agile methods.

01 - Verstuur je sollicitatie

02 - E-assessment

03 - Eerste gesprek

Tijdens dit gesprek leren we elkaar beter kennen. Dit gesprek vindt meestal plaats met de manager of een ervaren teamlid van de afdeling waar jouw vacature uitstaat en een recruiter.

04 - Tweede gesprek

Wanneer zowel jij als wij positief zijn na het eerste gesprek zien we je graag nogmaals terug. Bij dit vervolggesprek zijn meestal een andere manager uit dezelfde divisie en een (senior) teamlid van de afdeling waar jouw vacature uitstaat aanwezig.

05 - Casus, derde gesprek en/of assessment

Solliciteer je op een functie als toezichthouder of beleidsmedewerker? Dan wordt het eerste of het tweede gesprek vaak gecombineerd met het maken van een schrijfopdracht of een case study. Dit hoor je uiteraard ruim van tevoren. Afhankelijk van het niveau van de functie kan er nog een derde gesprek met de divisiedirecteur en/of een functiegericht (extern) assessment plaatsvinden.

06 - Arbeidsvoorwaardengesprek

07 - Screening
